You’re in luck! I go over this (and more) in my Getting Started prototype for Pixel Art Academy. It’s available here:

Specifically, for the tools I include this chart (also available here):
So if you’re new and you want something free, just use Piskel, otherwise grab the wonderful program Aseprite that is the best pixel art tool out there (it’s not expensive and looks really cool as it’s in pixel art itself).
When you’re done with the Getting Started part, here’s also all the other learning materials I made as prototypes for the game:
